Course overview
This micro-credential strengthens the capability of elected members to perform their governance and representative responsibilities effectively within New Zealand’s local government system.
The credential develops the essential financial literacy and applied practice needed for financial governance in local government, enabling elected members to confidently operate within the parameters of public sector leadership.
By completing the Local Government New Zealand (LGNZ) Applied Local Governance micro-credential pathway, enrolled learners will be able to apply sound governance practice while in office and gain a recognised qualification for those choosing a long-term career in public service leadership.
This course is open to any person who is an elected member of an LGNZ member council in New Zealand.
What you'll learn
This micro credential develops professional knowledge and capability in financial governance and risk oversight across three key areas: local government financial literacy, governance-level risk and assurance, and financial decision-making in high-accountability environments. Together, these areas equip elected members to interpret core council financial information, exercise prudent financial governance, oversee financial risk, and make informed judgements within the statutory and fiduciary responsibilities of local government.
Learners engage with curated microlearning, analysis of authentic council finance and risk scenarios, facilitated discussion with experts and peers, and structured reflection. Through this process, participants strengthen their ability to interpret budgets and Long-Term Plan information, distinguish governance from management responsibilities, evaluate financial trade-offs, apply principles of long-term affordability, sustainability and intergenerational equity, and understand the governance role in risk oversight and assurance.

Format
This micro-credential is 50 hours of learning over 18 weeks. This includes four 2-hour online workshops, and any online activities of content. It also includes all course readings, assessment preparation, and assessment submission.
Orientation/ Onboarding: Monday 21 September, 7-9pm for all learners.
Course workshops will be on a Tuesday or Thursday 7-9pm. Learners will have the option of choosing stream A or B. Workshops will be capped at 60 and places reserved in order of registration. There is an expectation that learners will attend all workshops, with a minimum requirement of 2 out of 3 per credential.

Workload and assessment
This micro-credential involves approximately 50 hours of total learning, including self-paced online modules, live sessions, and application tasks.
Assessment is portfolio-based and focused on real-world practice. Learners apply concepts within their own council context by analysing financial documents, evaluating risk oversight practices, and reflecting on financial decision-making. The portfolio requires demonstration of sound governance judgement and an understanding of how financial oversight and accountability contribute to council effectiveness, long-term affordability and sound community (including iwi) outcomes.
Assessment is comprised of:
Four workplace practice portfolio entries, 2100 words or audio equivalent in total.
All assessment requirements must be completed to pass and earn credit.
Entry requirements
This micro-credential is open to any person who is an elected member of an LGNZ member council in New Zealand. There are no academic pre-requisites for this micro-credential.
What you'll receive
This course is a university-approved micro-credential worth 5 NZQA Level 7 credits, assessed to meet academic and industry standards. Upon successful completion, you will receive:
- A digital badge
- A digital certificate
- Academic credit recorded on your official Victoria University of Wellington academic transcript
All credentials include the total CPD/PLD hours completed.
University credits achieved may be used through ‘credit transfer’ to stack towards future qualifications. These digital credentials are portable, verifiable, and designed to support both your current role and long-term career advancement.
Qualification pathways
This is a standalone micro-credential and one of six 5 point micro-credentials within the LGNZ Applied Local Government professional development pathway.
The full 30 point Applied Local Governance pathway has been designed to align in NZQA level and learning outcomes to postgraduate certificate and diploma programmes focused on leadership and management in the public sector.
At VUW, this micro-credential pathway may be eligible for 30 points credit transfer towards the following qualifications, or Postgraduate Diplomas within the same programmes, subject to approval:
