Short Course for STIK: Indonesia on Policing and Security Issues 

Programme Overview
The STIK Master’s programme, funded by the New Zealand Ministry of Foreign Affairs and Trade, brings police leadership students from Indonesia to New Zealand for a comparative study on policing and security issues. The programme has been a collaborative effort between Te Herenga Waka—Victoria University of Wellington, New Zealand Police, and STIK

Target Audience
The programme targets mid-to-senior level police officers from Indonesia, including ranks such as Police Assistant Superintendents and Senior Inspectors. Participants are working towards a Master’s qualification in Police Science at STIK and are looking to enhance their leadership skills and knowledge of international policing methods. 

Client Needs
STIK sought a comprehensive course that would provide a comparative study of New Zealand’s policing practices, alongside experiential activities and site visits. They required a programme that would support the professional development of future leaders within Indonesia’s National Police (INP). 

Our Solution
The STIK comparative study course is a two-week programme that includes over 20 expert presenters, site visits to the Royal New Zealand Police College and Wellington Central Police Station, and a cultural experience at Waiwhetu Marae. The course covers a wide range of policing topics, including strategic decision-making, crisis management, and leadership at the political interface. The course is designed to foster collaboration, deepen understanding of New Zealand’s policing model, and build networks between the Indonesian Police and New Zealand officials. 

Cultural Considerations
Understanding and respecting the cultural backgrounds of the participants is central to the programme. Cultural elements were thoughtfully incorporated into the course to ensure participants felt welcomed and supported: 

  • Mihi Whakatau at the start of the programme: A traditional Māori welcome ceremony, setting the tone for cultural exchange.  
  • Welcome to Country Tour at Wharewaka: An introduction to the local Māori culture and traditions, with a focus on Māori heritage and history. 
  • Welcoming onto Marae at NZ Police College 
  • Lunch Catering from Indonesian restaurant. 
  • Islamic Prayer Room Provided 
  • Timetable to Cater for Friday Prayers 

Results and Outcomes
The programme has produced over 300 alumni, many of whom have advanced to higher-ranking positions within the INP, including becoming three-star generals or securing chief roles. The course has also helped to strengthen New Zealand’s relationship with Indonesia, enabling easier cooperation on police matters and consular affairs.
