ASEAN Public Sector Leadership (ASEAN PSL) Manaaki Scholarship Programme

Overview
The ASEAN Public Sector Leadership (ASEAN PSL) Programme is part of the New Zealand Government’s Manaaki Scholarship Programme, managed by Education New Zealand on behalf of the Ministry of Foreign Affairs and Trade (MFAT). It is designed to strengthen public sector leadership across ASEAN countries and Timor-Leste, fostering closer ties and enhancing regional governance.
Target Audience
This multilateral programme, offered two to three times annually, targets mid-to senior-level government leaders from ASEAN countries and Timor-Leste. It is designed to build leadership skills and knowledge among officials who are in roles of influence and poised for further advancement.
Programme Delivery and Impact
Since 2016, we have delivered two-week and four-week versions of the ASEAN PSL programme to groups of up to 30 participants. Our team designs each programme to meet specific client requirements, incorporating a range of topics critical to public sector leadership, such as negotiation skills, leading at the political interface, crisis management, and strategic decision-making.
The programme combines classroom-based learning with experiential opportunities, including networking events with New Zealand government and private sector leaders, guest speaker sessions, and interactive workshops. Each participant also develops a leadership project during their time in New Zealand, which is followed up with a Zoom session six weeks after the programme ends to support implementation and continued learning.
The impact of the programme is substantial. Participants return to their home countries equipped with practical strategies and insights from New Zealand’s public sector. Many have successfully implemented the leadership projects they developed while in New Zealand, introducing new approaches and innovations within their organizations. Numerous alumni have since moved into more senior leadership roles, contributing to improved governance and stronger public institutions across ASEAN. Additionally, participants leave with valuable connections to New Zealand entities and a deep affinity for New Zealand’s culture and values.
Cultural Considerations
Cultural exchange is integral to the programme. Each group is welcomed with a Mihi Whakatau by the Wellington Uni-Professional team, and participants engage in a cultural experience that includes learning about and interacting with Māori culture. A workshop on indigenous leadership models provides further insights. To honor the participants’ cultural backgrounds, we ensure that culturally appropriate food is available, prayer facilities are accessible, and opportunities to attend cultural events are provided.
